Steward check-in report views

An admin picks a period and reads the steward check-in report: how many check-ins approved stewards and patrollers made, per person and per sign location. Only check-ins matched to a Person who holds steward approval or the patroller role count; an anonymous check-in never does. It is how steward presence at the trailheads is seen, since their visits are never scheduled.

The counting rule lands with approval by first snow (#67). Assumption: the report views, a page per person and per sign location with a period picker, are January; a plain table is enough in December.
